According to the official WeChat news of the State Post Bureau, in order to strengthen the safety management of the items delivered during the celebration of the 70th anniversary of the National Day (hereinafter referred to as the "celebration activities") and create a safe and stable delivery service environment, the State Post Bureau, the Ministry of Public Security and the Ministry of State Security jointly issued the Announcement on Strengthening the Safety Management of Delivered Items during the Celebration of the 70th Anniversary of the National Day" (hereinafter referred to as the "Notice").

The "Notice" requires that delivery companies should strengthen the safety inspection of the items delivered during the celebration, implement the main responsibility for safety management, strictly abide by the regulations on the management of items prohibited from delivery, and earnestly implement safety management systems such as acceptance inspection, real-name collection and delivery, and airport security inspection.

Strictly implement the acceptance inspection system, and items that are prohibited from delivery, items whose safety cannot be confirmed, and items that the sender refuses to inspect will not be accepted. From September 15th to October 2nd, 2019, it is strictly prohibited to receive and send items such as low-altitude slow-speed small aircraft and parts, "remote-controlled landmines" and "bomb alarm clock" toys to Beijing.

Strictly implement the real-name receipt and delivery system. Except for letters and express mail delivered by users who have signed a security agreement, the delivery company shall check and register the identity of the sender and the items to be delivered, and confirm that the witnesses are the same, and the items to be delivered and the registration information are the same. Acceptable for delivery; if the sender refuses to show valid ID, the identity information filled in on the mail details sheet, courier waybill and other service documents is inconsistent with the valid ID presented, the witnesses are inconsistent, or refuses to register his valid ID information, will never be accepted.
